Why not download a compiler such as Code::Blocks? You can't download Visual Studio without downloading Visual Studio. If you are on the latest Windows 10 you could install Linux as a subsystem. Just install visual studio community ediiton if you have the space.

Honestly, it sounds to me like you should address the first problem you mention, which is that you haven't been able to install MinGW.
